I did some testing and found that this reduces sheathing speed (draw unaffected) by roughly 10%/20%/30% depending on level. Since it's a reduction, you can think of it as 11%/25%/43% faster sheathing. Additionally, draw speed is 0.8s and base sheathe speed is 1.25s according to my tests, and this skill puts sheathe speed to 1.125s/1.0s/0.875s.

My testing was done using a light bowgun in the training area alternating between draw and sheathe 50-100 times for an accurate average. Because inputs cannot be queued (except sprint), there is a guarantee of human error. Draw time was around 0.81s-0.82s and base sheathe around 1.26s-1.27s indicating base 0.8s draw and 1.25s sheathe with 0.01s-0.02s error, while each skill level's findings roughly reflected the same error and base for clean 10% decrements.

Keep in mind, realistically you will always have a similar delay so treat it as the true time, very very slightly worsening this skill in real combat because you can't time your potion/etc. perfectly. It's so small you won't notice the difference, though.
