Perfect for hitting wyvernblasts on their body, don't even have to aim at it

Shrapnel hits specific parts of the monsters body, no matter what. Spread is as it always was as just a shotgun round.
For example, some of the shrapnel rounds will always hit the monsters head if you connect, whether you are behind him, alongside him, inside him, whatever.

Shrapnel in Rise is what Spread was in the other games: randomly hits in a cone in front of you. Spread is now actual physical bullets, an actual spread shot.
Shrapnel lvl 1 hits 4 times in a cone, Spread lvl 1 is 3 bullets that are in a tight spread and both are short range. 1 bullet/hit is added per level. Spread is kinda like shooting a bunch of Normals simultaneously.

This is a tricky ammo type to use, but it can be incredibly useful. It will never out damage any of the other ammo types, but it will hit specific body parts in the general direction you aim which makes it useful for breaking otherwise hard to hit spots while also being at a relatively safe range. Two very useful things for it are hitting wyvernblast special ammo when attached to the monster - they'll hit 100% of the time and do loads of damage fast. If the monster is thunder blighted, you will stun them very quickly with this ammo since you will mainly hit the head if you aim toward it. Another thing is that deviation on the Light Bowgun you use this ammo with does not matter, since you only have to aim in the general direction you want to hit.
With the Espinas Light Bowgun you can rapid fire the level 2 of this ammo as well as level 2 spread, which is very handy for times when it can be dangerous to be standing in range for spread. With Ballistics you can be very far away from the monster and still have it hit for full effect also. Spread Ammo when you can use it, Shrapnel for when you can't, very fun.
I wouldn't use this ammo against anything with resistance to ammo though - you won't do a whole lot of damage.
