Fear in the Flooded Forest is an Event Quest in Monster Hunter Rise (MHR). - This quest is only available with the Sunbreak Expansion.

I had the weirdest experience in the Flooded Forest: howls in the dark, fireballs, and even poison fog! This must be a prank ...r-right? Well, you give that prankster a talking-to, and I'll give you materials for layered armor!

Just played this event myself and it unlocks the Clockwork layered armor set for the player. The forging material is called Steam Tickets. I don't know what the other rewards are or any other trivia for the quest.
